MIA taking emergency measures after a number of mass beatings of teenagers

Astana. January 28. KazTAG - The Ministry of Interior Affairs (MIA) is taking measures after a number of cases of mass beating of teenagers, said Almas Sadubayev, director of department of interior and external communications, MIA.
"The Ministry of Interior Affairs has ordered to develop organization-practical measures to discuss the current situation in Turkestan, Kyzylorda, Karaganda and Aktubinsk regions and to make proposals on urgent call of the session of inter-departmental commission on minors’ affairs and protection of their rights under the Government of Kazakhstan," said A. Sadubayev.
He reminded, in compliance with the criminal legislation, persons who have reached 14 years of age are subject to criminal liability for committing disorderly conduct under aggravating circumstances (Part 2 and 3 of Art. 293 of the Criminal Code of Kazakhstan).
“It is for this article that criminal proceedings are opened when adolescents in a group  commit unlawful acts against their peers. In this regard, we call on parents, teachers of educational institutions to prevent children crimes to inform children in advance about the age of criminal responsibility, to tell them about the consequences of rash actions. After all, only one rash act committed during school years can lead to punishment and leave a stain on the teenager’s biography for the rest of his life, ” said A. Sadubayev.
