Cabinet of Ministers blames heads of law-making bodies of violating deadlines for legislative works
Astana. December 30. KazTAG - The heads of draft law-making bodies have been blamed for violation of the terms of the government’s legislative work, said Marat Beketayev, Minister of Justice.
"The plan of Government’s legislative work for 2019 included development and submission of 27 bills to the Parliament. However, on the base of the proposals of the law-making bodies, taking into account the amendments introduced during the year, the plan currently includes development of 32 bills. All of them have been submitted to the Parliament. Of these, three bills have been signed by the head of state, 29 are under consideration of the Parliament. During 2019, updates have been brought to the plan 10 times. The specified updates included four bills, deadlines for 12 bills have been postponed. The main reasons for the violation of the deadlines established by the plan are poor-quality analysis of law enforcement practice at the stage of developing the concept of the bill, as well as the lack of necessary control by the first heads of development bodies, ”Beketayev said on Monday.
In his words, the Government law-making bodies did not carry out relevant work to discuss the provisions of draft laws by target groups. It resulted in postponement of half of the bills planned for 2019, as a result, in the second half of the year, not 13, but 25 bills were submitted to the Parliament.
