"We have no legal levers to bring people to liability for ignorance of heating rules. We check residential houses, give recommendation, but our work is prophylactics," said Baigelov.
In his words in 2018-2019 heating season the representatives of emergency situations department inspected 145 000 private houses, conducted 170 assemblies, 140 raids in the houses of poor people, installed 514 meters of carbon monoxide in the houses equipped with furnaces working on hard fuel.
"204 fires were registered in the residential sector of Almaty, which make 61% of the fires in the city, 8 people died, 35 people poisoned with carbon monoxide, including 18 children. The cause of the fires was violation of safety rules. We call people to repair furnaces, clean chimneys, install meters of carbon monoxide before the heating season.
