EAEU countries agreed on collective management of copyright and related rights.
Almaty May 28th KazTAG - The countries of the Eurasian Economic Union (EAEU) have agreed on the collective management of copyright and related rights, the press service of the Eurasian Economic Commission (EEC) said.
“All countries of the Union have completed ratification of an agreement on the management of copyright and related rights on a collective basis. The document will make the work of collective management organizations transparent, and the distribution of remuneration to the rightholders fair,” - said Timur Zhaksylykov, EEC Minister for Economic Affairs and Financial Policy, on Tuesday.
The agreement entered into force on May 27. It is noted that the main innovation of the document is the establishment of the maximum amount of deductions to cover the own expenses of organizations for collective management of rights and funds that are spent on social, cultural and educational purposes. As emphasized in the commission, these deductions should not exceed 50% of the amount of remuneration. The agreement also establishes the frequency of distribution and payment of remuneration to rightholders - at least once a year.
The document also establishes the need for public reporting and mandatory audit of the mechanism for the collection, distribution and payment of remuneration, which should be held at least once every two years.
It is assumed that the national legislation of the EAEU states will establish responsibility for non-compliance with the provisions stipulated by the agreement.
