"Seedlings of ornamental trees that do not meet phytosanitary requirements were returned to China. On September 9, 2024, a batch of seedlings was discovered at the Khorgos State Enterprise, their roots contained soil exceeding the permissible norm of 0.1%. In connection with this violation, an administrative protocol was drawn up against the owner of the products in accordance with the Law on Plant Quarantine and the Code of Administrative Offenses, and the entire batch was sent back to China," the report said.
According to the legislation of Kazakhstan, planting materials must be free of soil, since it can be a potential carrier of quarantine objects.
