"Pension systems are different in 3 states. They differ a lot (...) We agreed to develop a concept in the field of pension provision which will create a sluice which will let people move to work without any loss of their pension savings," he said.

"The concept is supposed to be developed by July. It is early to talk about any concrete parameters," he said.

He added there won't be any unified pension system in the EEU.
