"First of all, I should say that the law is not democratic. The state bodies must indicate the places where meetings are not allowed. They must justify the restrictions. It must be legal. Meetings and assemblies must be allowed in all other places where there are no restrictions," he said.
"Pickets is another question. Notifications are necessary, but pickets have always been the right of any person. They cannot be regulated. They must be held in the places where the problem appeared. I.e. the places of pickets cannot be regulated," he added.
