53 people have applied to the Kazakhstani coalition of NGOs against tortures from January until June 2019 and 95 people have reported unhuman, degrading treatment and punishment," said the report.
"Despite the provided support, only single cases reach the court. One of the reasons for this is difficulty of determining the degree of health harm, no mechanism for detecting bodily harm through the forensic medical examination, ” reads the message.
In turn, Nadezhda Petukhova, chairwoman of the public council of the Ministry of Health Care of Kazakhstan said that there are no forensic medical departments in the medical universities in Kazakhstan.
