Parliament ratified the protocol on completion of mutual deliveries of Kazakh oil to Russia in 2012-2013,.

Astana. June 19. KazTAG - Oksana Skiban. Senate of the Parliament of Kazakhstan at the plenary session on Thursday approved the draft law "On ratification of the Protocol amending the Agreement between the Government of the Republic of Kazakhstan and the Government of the Russian Federation on trade and economic cooperation in the field of oil and petroleum products in the Republic of Kazakhstan on December 9, 2010."
"The main condition of the protocol is that, since January 1, 2014, counter supply of Kazakh oil will not be implemented," - said earlier Minister of Oil and Gas Uzakbai Karabalin.
According to the head office, the reason for this decision is that the capacity of refineries of Kazakhstan does not provide domestic demand.
"We import Russian oil: gasoline - more than 1 million tons, jet fuel - more than 10 thousand tons, diesel fuel - more than 400 tons. Terms of protocol burdened Kazakhstan (liabilities - KazTAG) of compensatory counter of oil supplies to Russia, that Kazakhstan carried out in 2012-2013", - he noted.
U. Karabalin explained that the protocol extends the life of the agreement prior to 1 January 2015.
As stated in the conclusion of the Committee on Foreign Affairs, Defence and Security Protocol occurred in Moscow on 24 December 2013.
Committee also explained that the main purpose of the protocol is to complete the fulfillment of obligations of Kazakhstan for 2012-2013,ro supply oil to Russia, loading the Pavlodar petrochemical plant with Russian oil and uninterrupted supply of high-octane gasoline and jet fuel production to domestic market of Kazakhstan, in volumes needed to cover consumption.
