Toughening of punishment will never cut down on the number of crimes. Judicial mistakes are possible in toughening of legislation, because nonprofessional people work on the violence cases. The main problem is that violence will be growing. Our biggest problem is our laws, which people adopt, who do not understand the problem and do not know how to resolve it," he said.
In her words, in order to prevent violence children must be taught security measures, they must get sex education, all the children must get an opportunity to attend interest and sports groups for free, and children must be taught hygiene.
At the same time, Umarova encouraged toughening of punishment under Part 1 Article 120 (rape) and Part 1 Article 121 (sexual assault) and their transfer into a category of grave crimes, she also proposed to exclude release on parole for rapists and introduce notification of rapists release from prisons.
