"Cases of sadistic and extremely cruel treatment of animals have become frequent in Kazakhstan! To date, the punishment under Article 316 of the Criminal Code of Kazakhstan dated July 3, 2014 No. 226-V "Cruelty to animals" is so insignificant that it does not stop sadists from killing animals, they do not hesitate to film their cruel atrocities and mockery of innocent animals, posting these videos on social networks where children see them," reads the petition.
The authors of the petition also demand a mandatory psychiatric examination of suspects of animal cruelty.
"We, the citizens of the Republic of Kazakhstan, demand the introduction of a mandatory psychiatric examination of suspects of animal cruelty, as well as to toughen the criminal punishment for animal cruelty since (...) the punishment under this article is limited only to the fine of 100 to 200 MCI, or correctional labor for up to one year, or restriction of freedom for up to one year. We consider this punishment to be disproportionate," reads the petition.
Within three days the petition has collected almost 14 thousand signatures.
