Astana. October 29. KazTAG - Up to 90% of the amounts of state orders tend to "go" to subcontractors, said Omarkhan Oksikbayev, Majilis deputy.
“They say correctly, not even 70%, sometimes 90%, are subcontracted, because there are no restrictions in the legislation,” Oksikbayev said during discussion of the draft law “On amendments and additions to legislative acts of Kazakhstan on improving the budget legislation "
He pointed out that the formation of a state order is a big problem.
“In the republican budget for 2020, T541 billion is planned for state orders. This is the sum that goes directly, without any state purchases. Naturally, in most of its use, it is not transparent, ” he added.
The growth in the volume of government orders against 2018 was, according to his data, 29%.
“This limitless growth leads to the fact that the budget is losing its transparency and control over its effectiveness becomes more difficult. In this regard, we introduced such a rate of 50% to limit the transfer of these funds to subcontractors. Still, it is impossible to completely limit it, since there are some works that are specific in terms of execution, ”added Oksikbayev.
