"By the order of the head of state Talgat Mukhtarov has been appointed as a deputy head of the state defense service of Kazakhstan," said the message.
From April 2019 Mukhtarov headed the military security office of the Security Council, from May 2016 until 2019 he worked as a commissary for ethics of the Ministry of Defense, from April 2014 until 2016 he worked as a vice minister of defense.
