"According to the general plan the population of the capital had to reach 1.2 mln people by 2030, but we have already reached this size. Thus, the construction of the plant is a hot issue which cannot be delayed. It is time to start working on feasibility study," said the report.
He said it is necessary to expand capacities and introduce important objects in the city, such as gasification, construction of HES-3.
