Sharlapaev refused to specify what T382 million was spent on during development of Building Code

Astana. March 28. KazTAG – Minister of Industry and Construction of Kazakhstan Kanat Sharlapaev refused to specify what T382 million was spent on during the development of the Construction Code.
“I said that we have already given comments on the building code, checked it legislatively,” said Sharlapaev when asked what they spent T382 million on during the development of the Building Code.
Journalists noticed that there is nothing new in the Building Code and even a schoolchild could have written it.
“I’m trying to convey to you once again why we believe that the code is becoming quite controversial. First of all, if you carefully read the document, there is a strengthening of state control, a strengthening of the role of State Insurance Company and the fight against those things that we all collectively complain about,” the minister said.
Also, during a conversation with journalists, he said that “here we need to approach this from a slightly different angle.”
“I believe that the code is primarily aimed at protecting the rights of citizens of Kazakhstan and up to a certain point, as you know, and you know all these examples, poor-quality development, infill development and other elements, well, let’s say, quite sick behavior of the construction industry in Kazakhstan. Accordingly, when we came to a code that leads to greater government control over construction, which leads to the rights of our citizens who are unhappy with poor quality development, it is drafted in such a way as to protect the rights of citizens and somehow have a little more control conditions in which construction companies operate, I understand why there are quite a large number of dissatisfied people,” said the head of the Ministry of Industry and Construction.
